Pursuant to KRS 117.383, the Secretary of State is required after all elections to randomly select one (1) ballot scanner and one (1) race tabulated on that scanner for a hand-to-eye recount for each county of the Commonwealth. A random selection was conducted for each county and the selections are indicated here.

South of Green River

In 1795 the Kentucky General Assembly closed the Military District established by the Virginia General Assembly for Virginia's Revolutionary War veterans. The area, located in southwestern Kentucky, was then available for patenting by settlers who met age and residency requirements. Numerous legislative Acts amended and supplemented the patenting process for the South of Green River Series.

On December 20, 1800, the Kentucky General Assembly approved legislation “for settling and improving the vacant lands of the commonwealth.” Many of the patents in the Tellico and South of Green River Patent Series were authorized by the December 20, 1800 Act.​​
