Help America Vote Act
Kentucky has implemented all requirements of the Help America Vote Act (HAVA) in time for the 2006 election cycle. Many of these mandates strengthen the existing polling place accessibility requirements set forth in the Americans with Disabilities Act and existing Kentucky law as well as requiring accessible voting machines in every polling location. For the first time, Kentuckians with disabilities were able to vote without assistance in the 2006 election cycle.
The State Board of Elections, chaired by Secretary Grayson, authorized HAVA funds to allow every Kentucky county to purchase a new machine for each precinct, including a machine for in-house absentee voting use, with little, if any, additional financial burden on the counties. In addition, nine counties received funding to replace the outdated lever machines that were still in use at some of their precincts. Over $20 million dollars has been invested into Kentucky's voting technology since Secretary Grayson came into office.

The Kentucky Office of the Secretary of State and the State Board of Elections developed Kentucky's original state plan (which is available below). A public hearing on the plan was held on June 12, 2003, followed by a 30-day comment period.
