Provide overall general direction for purchasing, accounts, personnel and performs other duties as required.
Develops and implements policy regarding enforcement of state and/or federal laws, rules and regulations. Determines effectiveness and appropriateness of existing rules and regulations. Responsible for budget management functions of the office including budgeting activities, accounting requirements, compliance with state and federal financial requirements and maintenance of accounting records through auditing. Provides general guidance through subordinates to local offices, institutions, and regional administrators regarding program plans, development, implementation and evaluation. May confer with and advise Corporate Division director, Secretary of State, and Assistant Secretary concerning legal questions and furnish written opinions or assign, under direct supervision, such requests to staff members. Provides technical assistance and interpretation of rules and regulations to the Secretary and Assistant Secretary, as well as Corporate Division director. Represents the office on task forces, committees, councils or meetings as assigned. Plans, develops, initiates, and evaluates research projects such as revenue forecasts and efficiency studies. Specific responsibilities include:
* Authorize and approve proper payments of accounts payable in a timely manner.
* Audit and authorize payments to bank for procurement card transactions.
* Generate billings for COT and Fleet Management’s services.
* Provide procurement services for the office.
* Handle taxpayers’ requests for forms and assistance on filing returns.
* Coordinate facility management issues including renewals, modifications and extensions with Division of Real Properties.
* Provide inventory tagging and record inventory information into state system.
* Manage fixed asset inventory transactions and coordinate the annual physical inventory.
* Budget Preparation and Control - Familiarity with BRASS a plus.
* Procurement / Purchasing - Familiar with eMARS and Commonwealth of Kentucky Procurement Requirements necessary.
* Accounting / Financial Statements - Familiar with eMARS, Fixed Assets, Closing Statements, Commonwealth of Kentucky Statewide Accounting Procedures and Practices required.
* Supervision of Staff - Notary section, Summons section, Land Office, Customer Service section, Microfilm-Imaging section, Executive Journal section, Fiscal section, Inter-Local Agreement filing office.
